Governor Glenn Youngkin has issued two executive orders aimed at formalizing cost-saving measures in government procurement and extending the work of the Office of Recovery and Rebuilding.
According to Governor Youngkin, “Over the past four years, we have unleashed transformation across government, securing hundreds of millions of dollars of savings from ongoing strategic procurement reforms, and building a new model for dedicated executive level oversight of major disaster recovery. I want to commend Secretary of Administration Lyn McDermid and her entire team, as well as my Chief Transformation Officers Eric Moeller, Rob Ward, and Garrison Coward for their work in making the Commonwealth of Virginia’s government more efficient and effective.”
Executive Order 57 continues existing procurement reforms that have led to significant savings. These reforms include improvements in asset management, strategic sourcing, contract compliance, renegotiation of employee health care plans and Medicaid contracts. The order also broadens the definition of “microbusiness” to help small business suppliers grow without being limited by procurement rules.
Executive Order 58 extends the Office of Recovery and Rebuilding within the Office of the Governor. This office will continue to provide support and advice on disaster recovery leadership. It will coordinate efforts related to Hurricane Helene recovery as well as future natural disasters.
