Congressman Rob Wittman, representing Virginia and serving as vice chairman of the House Armed Services Committee, recently addressed the House floor regarding the Servicemember Quality of Life Improvement and National Defense Authorization Act (NDAA) for Fiscal Year 2025. Wittman also chairs the Tactical Air and Land Forces Subcommittee.
During his remarks, Wittman expressed a mix of caution and optimism about global affairs. He stated, "As this year ends, we face a tired and turbulent world in dire need of leadership, vision, and strength. But Americans should celebrate that there is good reason to be hopeful about the future."
He highlighted recent geopolitical developments, noting that "Russian forces are debilitated" and emphasizing the impact of changes in Syria on regional dynamics: "The elimination of the Syrian dictatorship dealt a blow to Iranian influence in the Middle East - a crucial win for our ally Israel."
Wittman underscored ongoing concerns with China, stating that it remains a significant threat to national security. "We cannot afford to project weakness; we must not tolerate China’s rising aggression," he said. He emphasized that the NDAA addresses these issues by refocusing national security priorities while supporting servicemembers.
Key provisions in the bill include extending the Pacific Deterrence Initiative, expanding prohibitions on Department of Defense contracts with Chinese civil-military companies, retaining necessary aircraft for potential conflicts with China, accelerating reforms in the Joint Strike Fighter program for efficiency improvements, and providing a substantial pay increase for junior military personnel.
Wittman expressed satisfaction with these measures: "I am pleased with these outcomes. They are imperative to maintaining an operationally effective and strategically relevant force." He acknowledged Ranking Member Norcross's collaboration on these efforts.
In closing his remarks, Wittman cited an ancient adage: “Pray for peace; prepare for war.” He affirmed his support for the NDAA as essential to national security and thanked Chairman Rogers for his leadership on the bill.
