U.S. Congressman Rob Wittman, who represents Virginia’s 1st district, recently highlighted the 10th anniversary of the Helping Addicts Recover Progressively (HARP) Program in a series of posts on his social media account.
On April 8, 2026, Wittman wrote, “Recently, I had the honor of presenting an extension of remarks to Sheriff Leonard to commemorate 10 years of the Helping Addicts Recover Progressively (HARP) Program. HARP is a voluntary, two-phase model that utilizes therapeutic, medical, and educational approaches to provide https://t.co/xXYzr2toGV”.
In another post on the same day, Wittman described HARP’s approach: “Since the program’s establishment, HARP has instituted a multi-faceted approach to behavioral modification. Their approach is based on a unique combination of tools and techniques that are peer-driven, professionally guided, and spiritually based. As news spread of HARP’s”.
He further explained the origins and impact of the program in a subsequent tweet: “Launched in 2016, Sheriff Leonard initiated the program after recognizing the alarming rate of overdose deaths in his own county. HARP is a transformative initiative that is making a real difference in the lives of individuals struggling with substance use disorders.”
Rob Wittman has served as Virginia’s 1st district representative since 2007 after succeeding Jo Ann Davis. Before his tenure in Congress, he was part of both the Virginia House of Delegates and Westmoreland County Board of Supervisors from 2006 to 2007. Wittman was born in Washington D.C., graduated from Virginia Tech with a Bachelor of Science degree in 1981, and currently resides in Montross.
