Henrico County Government announced on December 17, 2025, that it has awarded a $24.6 million contract to Whitman, Requardt & Associates for engineering services related to the East End Water Transmission Main project.
In a post made on December 17, the county stated, “Following the Board’s vote, the county has awarded a $24.6M contract to Whitman, Requardt & Assoc. for professional engineering services for the East End Water Transmission Main project.” In a subsequent update posted on the same day, officials described the scope of work: “The project will install 70,000 linear feet – about 13 miles – of 42-inch diameter water main from the Water Treatment Facility in western Henrico to county facilities in eastern Henrico.”
The government also outlined the project’s purpose in another post dated December 17: “The project is designed to enhance reliability & resilience of water service for residents in central & eastern Henrico and comes after a shutdown of Richmond’s water treatment plan in January left thousands of residents without water service for several days.”
Henrico County is home to one public school district with an enrollment exceeding 50,000 students during the 2023-24 academic year according to data from the Virginia Department of Education (https://www.doe.virginia.gov/home). The county’s largest high school by enrollment was Deep Run High School with more than 2,000 students. Black students represented approximately 36% of total enrollment in Henrico schools during this period. Holladay Elementary School enrolled the most pre-kindergarten students among all schools in the district.
The planned improvements to water infrastructure are intended to address vulnerabilities highlighted by recent disruptions and ensure continued service for both residential communities and critical institutions such as schools.
