Henrico County Government announced on October 14, 2025, that its public utility has achieved “quadruple AAA” status for water and sewer bonds, marking a first among public utilities. The designation reflects top scores from the four main rating agencies and is expected to secure the lowest possible interest rates for financing future projects, according to Board Chair Dan Schmitt.

In a tweet posted at 8:05 p.m. UTC, the county stated, “Henrico is the 1st public utility to hold ‘quadruple AAA’ status for water & sewer bonds. That means top scores from the 4 main rating agencies & ‘the lowest possible interest rate when it goes to the bond market’ to finance projects, Board Chair Dan Schmitt said.”

One minute later, Henrico County Government referenced the region’s history with high bond ratings in another post: “Officials had dubbed the region ‘Quadzilla’ after Henrico joined Chesterfield in receiving 4 AAA ratings for general obligation bonds. Today, Schmitt suggested Henrico start a new club for localities with double ‘quadruple AAA’ status: Quadzilla 2.0.”

The county also provided information about public access to government meetings, tweeting at 9:57 p.m. UTC: “The Oct. 14 meeting of the #Henrico Board of Supervisors will begin at 6 p.m. There are two ways to watch online: see the livestream at https://t.co/owl6qI8cJR join the Webex version at https://t.co/E7ShnbXisu”

Henrico County is home to a single public school district that enrolled over 50,000 students during the 2023-24 school year, according to data from the Virginia Department of Education (https://www.doe.virginia.gov/home). Deep Run High School had the highest enrollment among the county’s schools that year, with more than 2,000 students. Black students represented the largest ethnic group in the district, accounting for nearly 36% of enrollment (https://www.doe.virginia.gov/home). Overall enrollment increased slightly compared to the previous year (https://www.doe.virginia.gov/home), and Holladay Elementary School had the largest pre-kindergarten population in the county (https://www.doe.virginia.gov/home).

The “quadruple AAA” bond rating positions Henrico County to finance future infrastructure projects at favorable rates while continuing to serve a diverse and growing student population.
